That's not an image, but a virus... (most likely) Even if you scaned yor PC, if it's already infected, the virus can hide itself from the scanners. The only files you can't delete are files in use. (try opening a program - like solitaire - and then try to delete it's executable file "sol.exe". It doesn't work, does it? See?) Why do you see it as an image? because if you name a file like this: "VIRUS.jpg (many, many [ ]) .exe", Windows, by default, will not show the .exe extension, leaving just the .jpg visible thus leading you in error.
What CAN you do? either download %26 burn a Knoppix CD/DVD, boot from it, then mount the partition in which your /windows folder is and go to /desktop and delete the file; also download an antivirus for Linux and scan your hard drive; only after that, reboot your system in Windows. OR: download and burn an image of the Ultimate BOOT CD which has built in antivirus (several!) software you can use to scan the system; also it has the ability to boot in (free)DOS and you can search/delete your file from there (it has a driver which makes possible access to NTFS partitions, so it doesn't matter what type of partition you have choosen when installed WinXP).
Best of luck!

If it is in fact a virus, you should save all your important documents and anything else you want to save and then reboot your computer to all factory settings. This will remove everything except what was on your computer at the time of your purchase including viruses. I suggest you dont buy any programs that are made to do this because it would be a waste of money. Doing it yourself is free. For full steps i suggest you go to the microsoft website and do a live chat with technical support.
